^ Take the expanded budget and spend it on something else.

A top end A8-3850 or A10-5800 APU PC can be powered off a 150W PicoPSU.  The Antec EA380 will provide enough power for two A8 or A10 APUs at once with room to spare, for a good price.

I already have the athlon 2 x4 630 and not needing the optical drive. That would give me another $89 to spend somewhere(or just pocket money for him) Where would that be best spent? A SSD, graphics card, something else?

^ If you're going to take the AM3 platform build listed above take it with at least 880G chipset and avoid 760G. 760G's Radeon 3000 fails to meet the minimum modern PC standards I set of supporting full HD media GPU acceleration across all web and file formats.

 

Anyways, budget... not really a huge issue.  You can fit a top-end A8-3870k PC in this budget.  If you reuse your 630, your build can have at least a Radeon 7750 at an approx. $400 budget.

My suggestion:

 

Athlon II x4 630 - [Already have]

You can still benefit from a really good GPU by the way as basic tasks are focusing so as to be more GPU oriented nowadays.  i.e. Office 2010 uses GPU acceleration, and so does just about every major web browser.
