I turned all of the other fans down on my casefan to test (They don't stop but they're barely functional) but that didn't change anything...

If you're up for trying, flip the front fans around as well and see if that makes any difference. Basically, you are trying to compensate for having a single set of thin fans across your rad. Most people have two sets of high pressure 25mm fans on a radiator in a push/pull configuration. Well that was more work than I expected, but the front fan is turned around as well now. Still seeing an average of 35C idle though.
Unfortunately I have no extra fans around. This pc was my first ever built, so I have no leftover parts. Actually, I did put the side 200mm fan on top, when they were still in pull but that didn't help either. (Just checked and saw why: they have a static pressure of 0.595 mm H2O...)
When I reseated the CPU block i scratched my nail around the edge of the baseplate, to see if there was any plastix cover, but it gave me nothing.

Oh yes: The 360 rad is too long for my case (HAF 922). Don't worry, I've cut out the top so it gets air!
