How would you beef this up for video editing?

I built my cousin a budget PC for web browsing and light photo use about a year ago and he contacted me recently saying he has recently purchased an HD camcorder, and is having trouble reincoding HD videos with it. He has a website that has a 1GB limit file size so he is using windows movie maker to compress his 1080P HD videos to 1GB for his site.

Looking to beef up his build a bit so that he can do this a bit easier.

What would you do to get the best performance at what he is doing from this PC for the money he has to spend?

Probably a boost in the GPU(Video Card) Would be good for video editing, more RAM is good too, I'm pretty sure it cuts down on the amount of time it takes to encode and such, also SSD, or a better HDD would be suitable. Personally I think the CPU is fine at 2.9GHz, but thats just me

I don't think Windows Movie Maker uses the GPU for any of it's encoding. I am pretty sure it is all CPU

Upping to an Athlon quad or even a phenom quad would help speed up the encoding process.... He only has 2 gb's of ram?

I'm using a Phenom II x4 with an 880g board with Avid Studio for video editing. Avid doesn't utilize my GPU at all, just the cores.

That Athlon II x4 and 4gigs of ram would put you up to 6 gigs, and twice as much processor power. I've used that same motherboard before, it is a good budget board, however, I wouldn't put at 125watt Phenom in there cause those mosfets aren't cooled and could blow if you tried to overclock the Phenom.

Both of those parts would run up to $92.48 with free shipping and that promo code on the CPU.
