Setting 3 doesn't mean 1.7gpm, it corresponds to a specific flow line on a pressure/flow plot. Your actual flow will depend on the restriction of your loop that the pump has to drive.
One thing we can say is that a d5 at setting 3 is a lot less flow than a MCP35X because a mcp35x at 100% is stronger than a D5 at setting 5. 39% on a mcp35x2 is roughly 100% on a mcp35x. in addition you have 2 rads and 2 blocks.
So your loop restriction is higher than my setup and your pumping power is less. So you definitely want to be looking at how blocks perform vs lower pump power settings. I would therefore read the block performance vs pump setting plot and look at how blocks look at lower pump settings e.g. 24 or 29%. At these settings the Koolance CPU-370 is beating the few other blocks that I've finished on that plot.
So for now that would be my recommendation for you, but not for everyone.
