I was hoping to recommend the Thermaltake TR2 M21 RX (linked below) because a friend of mine bought it to replace a broken Intel stock cooler, and he was extremely impressed with its ease of installation, particularly in comparison to Intel's stock cooler.  He made it sound like it was a "night and day" difference.

Then he needs to get one now that will guarantee sufficient cooling for overclocking the 3570K or 3770K (hyper threading isn't needed by people who are only gaming).

 

So, I guess the Hyper 212 EVO is a good place to look first.  I noticed that it's within the budget!  :)
