Well many times it's true but I doubt anything would happen, both switches are momentary switches meaning when not pushed they don't do anything, it'd be as nothing was there. But if he wants to be sure then remove the switches with the PC on OFF and then turn it on CAREFULLY shorting the power pins where the power switch was plugged.
