So, the browser can only be used via SmartGlass, correct? The inadequacy of the controller to be used to interface effectively with the browser was the reason they didn't release a browser until now was what they said at E3, IIRC, so it wouldn't make sense for them to support a controller now.

And that's what bothers me. While the PS3 dashboard might not have all the bling bling the Xbox 360 dashboard has, it's a lot easier to navigate through without being bombarded with so many metro tiles advertising trailers, music, TV shows, and so on.

I don't see why you would even try to compare a console browser to a computer browser. They are there for convenience, not a complete replacement. There's a reason flash on the PS3 is still at version 9; because its good enough.
