Will This Build Be Quiet or Will It Make a Considerable Ammount of Noise?

SO, I'm about to order some parts for my fiance who wants to build her own PC with my help. She will be mostly gaming and internet browsing. But, she really hates the noise her PC gives off now and wants one that is pretty quiet and gives off almost no noise or none at all.

The parts I was going to order were:

Case - Corsair 400R
GPU - MSI Twin Frozr HD 7950
Memory - Corsair Vengeance 8GB(4GB x 2) DDR3 1600
CPU - Intel i5 3550
Heatsink - CM 212 Plus
Motherboard - ASRock Z77 Extreme4

Other parts I already have include three 1TB 7200RPM HDDs and a LG Disk Reader/Burner.

I thought this would be quiet enough, but I wanted overclock.net's insight into this, the current budget I set was $900, but I could probably put it up a bit more if I really needed to.

So what would you suggest? Keep in mind the budget, if I had a lot of money to spare I would have done a liquid cooling build, but that is a bit more than I could afford.

That should be pretty quiet. What matters most is the type of case fans you use. My Twin Frozr II makes little to no noise, since I set the fan to 30$ at all times in MSI afterburner. The Hyper 212 Plus's come with a decent Cooler Master Blade Master fan. These can get a bit loud sometimes, but I only notice it during gaming, and i'm running push/pull so it's a bit louder than one regular BladeMaster. The 400R is a great case that's optimized for airflow.

What makes the biggest difference is the case fans. Depending on your budget, the Corsair AF120 Quiet, Noiseblocker, and Gentle Typhoon (some say the GT's have a mechanical whine under certain RPMs) fans would be your best bet. If you're more on a budget for case fans, then I suggest Yate Loons.

If you want the most silent PC you can get, you'll want to look into watercooling, or into passively cooled PCs. Like having only heatsinks on the components, and no fans.

Oh if you really care about silent you will get an SSD as your main boot drive and use a 5900RPM green drive as storage. That will stop quite a lot of the humming and clicking noise you get from the case through the chassis vibration.

Personally i use a 60GB SSD as my boot drive and a 500GB WD Black for my storage of steam games. The rest of the media stays on my server. It really does make it silent and the loudest thing in my case is the TX 650 power supply.

according to silentpc, some GTs, when undervolted beyond 1100rpm, can created unwanted noise. however, 1100rpm is already 15~16db which is very quiet, and you can purchase 800rpm GTs which are 11-12db

For my own build, I was looking into getting Gentle Typhoons after hearing good things about them, maybe I'll invest into some, thank you very much.

Scythe GTs are actually pretty loud at low RPMs. You'd be better off going for the Corsair Air Series, or Noctuas, then use the included voltage resistors for complete silence. If you can fork out a little more, I'd go for one of the noctua coolers instead of the CM Hyper

I have an older i5-655K 73W (skt-1156) CPU cooled with a Corsair H70 as a passive cooler, for surf'n the web it's silent, just the standard case fans purr in the background in silent mode.

how low is 'low'? silentpc's recent fan round-up put the 800rpm scythe GT as the best performing fans in the whole test (12db), and theres no reason to turn them down any lower than that
