Because as a former I777 owner, most of our development came from the I9100 as the hardware was 95% the same. If you look at the I777 xda forum, almost everything is from the I9100. It would have been much easier to just flash I9100 roms, instead of always having to change certain files to make sure it would be compatible. Plus the fact that the I777 is on AT&T so the updates would come much, much later.

I recommend either AOKP or CM9 for ICS, dunno how the beta development is on the i9100, but AOKP JB and CM10 are great as well honestly.
