Easy way to fix LCD TV?

This TV has slight damage, i'm guessing due to water (it was an outside TV). Water never hit the TV directly with the exception of a few raindrops, but now the colors appear messed up.

The top picture is an analog input, the bottom is HDMI.

Is there an easy fix? or even do you think I have a chance to sell it on craigslist for cheap for someone else to fix then have?

I'm not an expert, but it seems the panel itself is affected and not the hardware inside. If the panel is defect, It's going to be hard to replace it(... and expensive!).
