1- wash the panel off with hot water and make sure no sticker res are anything is on it!
2- buy a wet sanding kit (220/320/400 grit sand paper
3- go in order sanding the panel until smooth (do not raw the panel out) leave as much paint as possible you just want the clear coat off
4- when done sanding wash the panel with rubbing alcohol ( leaves a nice clean surface
5- buy a good enamel paint ! rust-oleum is a great brand! (could use primer first if it makes you feel conformable )
6- spray nice light coats every half an hour! (3 coats) (1 clear) can use another coat of clear if needed !
let dry for 24 hours and bam! new panel !
this guide is off the top of my head so if I am missing something please let me know and i will fix it!
Na man 800 grit is the ship!
I usually get those 3M sanding blocks it makes things alot easier, also Bakeing or using the heat gun on the coats makes them much harder and less likely to chip or scratch!
Instructions sound good though!
