Not sure about your power saving problem, but the description for all these monitors is wrong - they don't actually have an on-screen display, I'm not sure what the sellers think "OSD" means haha. Probably the same guy who thought "Catleap" was some really cool word in English =P The buttons do all work, you can see the little LED flicker when you hold them down. Hold down the brightness one for long enough, you'll see the backlight slowly dim. 
Just as an update on mine, bigclothcraft is sorting out it and we seem to have decided that it is in fact a problem with the monitor and not on my end, so he will pay the return shipping and exchange it.
