It'll probably take about 3 times what you have to get into watercooling after you get everything shipped. From the sounds of it you're not going to be able to find everything local that's necessary for a custom loop, and an H100 would probably set you back almost 200 after you found someplace to get it. You might talk to some of the store owners in that computer plaza and see just what they can and can't get, but don't stock because they don't think it'd sell well. I'd also like to note that if newegg and amazon will ship to you, the discounts you would get from buying from their american site during black friday would more than make up for the shipping on a decently sized order. Much more. But I think your best bet would be to have a chat with the guys in that computer plaza, and see just what kind of connections they really have.
Edit: Definitely should look into some better cooling, but you don't necessarily need watercooling. You could ditch that stock intel cooler pretty cheaply and then, possibly in your area, find some cheap Gentle Typhoon fans, since the company that makes them resells them without the Servo brand name in all sorts of countries.
