Silent computer fans do make a difference if you are not using headphones. Your best bet would be to use largers fans (I use a 200mm, four 140mm and two 120mm) since they tend to have lower RPM, which lead to less noise.

I had 2 ultra kazes and 4 110cfm slipstreams until very recently and I had no idea how loud my rig was until I replaced them with GT AP-15's. Give those a look. I always laughed at those spending 22$+ on fans, but I was way wrong. Cougar makes excellent fans that push lots of air and are easy on the ears. Replacing my fans was well worth it for me, I had no idea how bothersome it was and ill never go back now.

if you can not find the GT-15 for a price or cant find them, you can use the swiftech helix 120.

to me yes, to you? who knows.

When your goal is to have a near silent pc they ARE important. Because that's with fans running at relatively low rpms (<1000rpm) where you hardly hear any noise of the moving air anymore. So thats when a super smooth running motor and bearing with as little sidnoise as possible makes the only difference.
That doesnt mean that there is no difference at higher rpms but to me the important part is at the lower end of the spectrum.
My favourite fans would be 120mm: NB Multiframe S2 and 140mm: BeQuiet Silent Wings 2.

If all you are getting is a case fan, either clip out your rear grill and go with no fan, or get an inexpensive fan that does the job. An Arctic F12, for example. I just did another comprehensive review here.
