change time format

Hi,
I searched everything in my settings.
But I couldn't find and option to change the time format.

I want to switch from pm/am to 24hrs

so this:
8/2/12 at 8:07pm

becomes this:
20:07 Uhr, am 02.08.2012
or
20:07, 02.08.2012

I only found settings for the time zone.

Unfortunately we don't have the option of chancing between 12 and 24 hours.
We only have absolute and and relative
