Water from the house under the 'cold' tap is still quite warm here in Houston during the summer.
Also, that would be a HUGE hassle to have to manually set up water flow under every instance of load. Want to play a game? Want to do a quick benchmark? Want to do a virus scan? Want to render something? That's too much work unless you put in a load of cash to make the water control fully electronic and controllable through the computer. It's cheaper just to go with a TEC.
Another thing, you'll need a lot more than a filter to make it safe for your loop. It's not just debris you're worrying about. Tap water is chemically different than distilled water. There's a reason people don't use tap water in their loop and under this setup, using it just once would contaminate everything and the tap water would circulate indefinitely unless you tear apart everything.
