Update:

added the POEM@home project and updated to BOINC 7.0.28
added Gamer's app_info file from the POEM thread and was running 8 WU's at a time in about 2 hours
Removed the crossfire bridges from the cards and installed a dummy plug into the second card
started running POEM work units in 75 minutes instead of 120 minutes
clocks on the second card are back where they should be
haven't tried Moo! again yet, will save that for another day

What do you need the dummy plug for ? I never used one on my dual card setups.

That is the only way I could get the clocks on the second card to go above 250/150. Tried it without the plug and it wouldn't work. I am now running them as 2 individual cards and I was under the impression that windows would not recognize a non crossfired card at start up unless it had a monitor attached.

tjr2121, Can you post the app_info file that your are using for POEM on your crossfired setup? Or if anyone else has an app_info file for an dual-gpu AMD setup, can you post it here for me? Thx!

changed the gpu_ram to 2048 and I was running 4 WU's at a time in ~2 hours with the second card downclocked to 250/150. Never got it above that crossfired. Uncrossfired and added dummy plug and went to running 8 WU's (4 per card) at a time in ~75 minutes.

I'm using Gamer's same app_info file on my sig rig. But don't you need to modify it for a 2 gpu setup? In other words, don't you need to specify that you want to run "X" number of instances on card 1 and "Y" number of instances on card 2?

I had the same problem with 12.6 and 12.7 where the clocks ran at 250/150 on one of my 6950s

Going back to 12.4 fixed the issue
