Hello, hello.
I dont know if something similar to this exist, but i will create it anyway.
Its really simple, all you need to is to download this script: Restart Time
If there is enough interest, i can maybe do some top list or something like that.
I will start with mine. Its 26s.

There was a similar thread here http://www.overclock.net/t/1261581/custom-restart-time-benchmark-vbs-file/0_20 , just uses a different prog for the restart.
