i have an htpc in my kid's playroom, the tv is mounted on the wall, there is no tv stand at all, i just basically have the htpc sitting on the floor, which sucks because its an antec p180 case (huge). what are some cheap options to get this off of the middle of the floor so my kids don't destroy it?

drop the shelf bracket screws into the wall studs
slap the board on with some screws, put the pc up on it.

You can get htpc case but they are expensive. Why don't you get a smaller case like the nzxt vulcan or better still, get a longer hdmi cable, wireless mouse, keyboard and put the pc in a corner somewhere where it is out of your way.

i'm worried about the shelf since the kids are always throwing things around, i'm afraid it will knock it off the shelf.

i don't need another case, if i did get another case, i would just get a vesa mount case

i've seen in hospitals where they have a bracket with a strap that goes around the case, and that holds it to the wall, but the only ones i find are $100. don't want to spend that kind of money.

strap it to the board.

if you really want to make sure it doesn't go anywhere put another shelf above it, then grab some plexiglass and and screw that to both of the fronts of the wood.
don't totally enclose it, just enough to where the pc is safe, also dont block the top exhaust air fan.

this is as cheap as you'll get and about the most simplistic way of going about it.
all the materials can be bought at lowes or other hardware stores

What's on the other side of the wall? If there's enough room you could make a cutout in the wall and just add a cheap cabinet door. If your motivated you can make a wooden box in the wall to hold it, and get fancy with some exhaust. But if it's only a htpc I don't see the need for perfect airflow.
