Well there are a number of things you may have to do. Set the RAM to a divider perhaps. I would say set the HTT Mult lower, but I don't think Intel has that as an option. Ummm... not sure, as I'm not an Intel guy. I'll let someone with more experience help now.

What manufacturer is your RAM, and what is the rated speed?

Well judging from your system specs. Nvidia nForce4 and Core 2 Duo are a no-no for OCing right now. I myself am an AMD guy but you might try increasing your CPU voltage and DDR Voltage.

It's indeed the motherboard holding you down. nForce chipsets + Intel = bad overclocking.

However, even with that board, I would expect at least 2.6GHz or so, or 2.75GHz if yuo're lucky. Look at the RAM settings... What is the RAM speed?

The issue is the chipset. It works fine with the Core 2 Duo at stock.

nVidia developed the nForce chipset initially for the AMD platform. The adaption to the Intel platform was no more than just an adaption. It works, and it works good at stock.

However, the nForce chipsets have an extremely poor reputation for overclocking on the Intel platform (as opposed to the AMD platform, where they are very good overclockers)

Sorry
