Where are you currently located?
The fan can be RMA'ed or replaced under warranty.
As for the fan controller, do recheck all wires are properly plugged in. As loose wires may be causing this issue. If found defective, you can also get this replaced under warranty.

Rectron Electronics is the place where they can replace the item for you. The cost is to pay for the shipping back cost to get a replacement. That's part of the warranty, as RMA ship-back has to be paid by the end-user. I do understand your concern, but this seems to be the only solution.
