The number of rads you use depends on the thickness of the rads, I should add. They probably come with rated cooling capacities. You should try to optimize your water cooling system, so that you use as many rads as you need, but don't overdo it, like using 4 480 rads, for example.
You should consider Caselabs; they make great cases for water cooling.

That's a nice case. But it isn't quite cheap, and with the shipping cost it will cost the same as the one I want :

And getting back to the fan thing. I share the Art Vanelay's opinion, the Silent typhoon has a rather annoying sound at a higher rpm. Of course, having 21 of them means I could run them at half their max speed or even less, and keep them inaudible. But when I need to push them, I don't think I would like that sound multiplied by 21.

The Noctua sounds good as well, but they don't have as much static pressure as the Noiseblocker. Well, that's what I know from the manufacturer specifications. Not always reliable info though.

And for the rads, I know the amount of them is way too much for my needs, but I hope that the more I have, the slower I can run the fans, being able to push them when I overclock, and still keeping them silent.
And for the cooling liquid, from what I learned, dye is the worst thing I could choose, considering the clogging and the frequency of maintenance. So, clear liquid would be the best bet. Is it any difference between distilled water and something like this:
