The 15.8ms value from their 95D review is the input lag+pixel response times, the actual input lag is 13ms since they are separate things. If they weren't then the VA panels which have 20ms+ pixel response times (BenQ EW/VW/BL series and Samsung C-PVA panels) would be the laggiest displays around, but they aren't because the signal delay (input lag) is so low.
I got 10-11ms with the SMT Tool 2.0 on the 700D, but it's likely 13ms since the SMT Tool is not 100% accurate. CallsignVega used the SMT Tool on the 750D and get around 13ms as well, so I think it is safe to say all of the Samsung's have the same delay

The Asus displays have negligible delays while the Samsung 120hz displays have 13ms of input lag. The Samsung's delay is only noticeable set up next to a delay free 120hz display such as the Asus's or a CRT.
The T240 in your sin is a pretty laggy display, if you are still using it you don't need to worry about input lag on most modern displays.
