See here you are right and wrong. If i sign a contract with you then yes you cannot change it drastically even if I include a clause to change at anytime. You however are saying the valve TOS is a contract in that sense but its not. Its a terms of service for a non paid service at that which legally is very different.
Now I agree with you 100 percent that it is bull that you cannot keep your games offline and I wish they would allow you too, i think they should allow you to cancel your service and Have a one time window of say 48 hours to download your library and use it offline. Now i think this is what they should do but I also support their clause becuase i think it is reasonable and in no way stops me from using my rights to take legal action against them.
In addition after re reading your post. The terms you agree to when you purchase the liscense are different from the one you agree to use steam that is the catch. When you purchase the game you agree to follow steams service rules which change. I understand your concerns but legally they are correct.
