1.175V is the cap unless you have one of the uncapped models, or do a bios flash ... there's a number of threads around discussing this subject.
Orc, the 1231MHz value, as you've seen in Afterburner or Precision graphing program when you run a 3d app, is what we call the Max Boost, and that is the number everyone uses when referring to their overclock. See the first link in my sig for more info on this. Your card appears to have a Kepler Boost value of 91MHz. Your Heaven score looks right for the clocks you're running. See my 'Rock Heaven Your Hardest' thread to see hundreds of runs people have done w/their OC'd 670/680 cards.
1231 is not bad, a little bit on the low side, but these cards are all just a big 'silicon lottery' ... the brand, the model, the memory amount ... none of those thing really seem to 'mean much' in terms of the max OC you're going to reach. It's almost entirely about getting lucky with the chip on the sample you receive.

Well you get a better chance with the lottery if you buy a non-reference card, am I correct?

Well at least the cooling is better but I don't think that's brett's point.

No matter what GTX 670 you get they all use the same NVIDIA architecture and it really is down to the individual performance of the chips per card as to whether you can overclock well or not.

The main thing the non-reference manufacturers do is add better (or cheaper) cooling, play with the default clock speeds and re-brand the product.

I heard non-reference card were binned higher or something to that effect. The majority of GTX 670 FTW's, for example, consistently clock around the 1300 MHz area on stock BIOS.

Yeah, well ... there's no real evidence that I know of to confirm this binning idea. Even amongst the non-reference cards like GB WF3, Asus DCII, and Evga FTW there's still a huge variance according to our Stats thread we had floating around for awhile. There were cards (including FTW's) that couldn't even hit 1200, that sort of thing ...

Although a nice non-reference card may improve your chances of a better OC slightly via better cooling and power delivery, it seems as though you still end up very much at the mercy of the lottery and what chip comes on your card. There's no solid evidence of actual binning going on, at least not that I've seen thumb.gif
