All Steam games capped at 31 FPS

I was playing skyrim and I paused the game to change the volume, as soon as I unpaused the game my framerate dropped from 60 to 31. On every steam game I try the framerate is capped at 31 this has happened 2 times before twice it resolved its self the first time it took a while, the second time it took a few hours I want a permanent solution. It only effects steam games and it seems to happen at random I tried uninstalling fraps to see if that was causing it and its still at 31. Restarting my computer didnt work it makes all of my games unplayable im not completely sure if its steam thats causing it but that seems to be the case.

Are you using an Nvidia card? Might have adaptive vsync( half refresh-rate) turned on.

Also, if the aforementioned suggestion doesn't work, try to disable to in-game overlay to see if that is causing it as well. It would most likely narrow it down to a GPU settings/flaw/etc.

Or your monitor might be set to 31hz.

Okay well the issue has once again resolved its self i know its a weird issue but if you have an idea of what it could be please reply because i still have no idea what the hell causes this or how to fix it but its annoying and its more than likely going to happen again

Even if it's not a hardware issue, go ahead and put in your system specs under your profile. It might help now, or if you have other problems in the future, it will help then.

Okay i belive i have located the source of the issue but i dont have the solution i have a gtx 660m graphics card adn if i go into the nvidia control panel and switch it to integrated graphics it removes the fps cap but the issue then is obviously that integrated graphics is horrid so if anyone has a nvidia graphics card maybe you can locate something that turns on seemingly at random that limits framerate
