Asus 670 DirectCU II fan speed stuck at minimum

I posted this on the other thread but this is pretty serious.

Apparently my fan speed is stuck at minimum of ~1100 rpm and I cannot change that. I've tried new drivers, multiple OC utilities and nothing has worked.

What should I do? Is there anything else other than RMA?

You could always check out your card there must be a cable you can clearly see it it's has 3 pin connector, check out if it's well plugged in.

I took it out and scanned over the card, nothing seems to be wrong, all the wiring is well seated and all. Put it back in and fan still not going over the minimum.

What program are you using? Have you tried MSI Afterburner?

Yes I tried Afterburner, GPU Tweak and Evga Precision. I also tried 4 of the latest R300 drivers.
