another program that im surprised no one mention is speedfan. It gives temps and fan speeds, and there is ways to configure both CPU and Case fans connected to mobo. You can adjust speeds based on temp or just keep them however you want to. If you go this route i can show you how. Speedfan is also just as accurate as HWmonitor (i use both) but i like that you can keep your temps showin on your task bar. For speedfan just type it in google and you'll get plenty sites to download it from.
To my knowledge the 212 evo is better than the 212+, but by like a few degrees only. Its not a huge difference. As far as performance, i own the 212+ and its on my phenom II 960T x4. Its OC to 3.9 (from the 3.0 base) and idle it runs at 34C and 40-44C under load, depending on what game im playing. I do have a old dell fan attached to it, which is thicker than the stock fan and spins up 3500RPM. But it usually spins at around 2800 RPM. Since i have good speakers i really dont hear the fan (but it does get pretty loud) the stock fan was pretty quiet though and did run at 2000RPM.
You should be able to find the hyper212+ anywhere between 20-25$. Evo i think is like 10 bucks more. I highly recommend the Hyper212+ as i think its your best bang for your buck, but the evo i hear is really good too, just slightly more expensive.
Also how many other fans are you using inside your case? Ambient temps and proper airflow also matter when keeping your CPU and other components cool.
