Did you have an issue before you got that monitor?

The order to buy the PC was:

-September last year old pc: Works nice
-October last year, new graphic card (GTX 560): Works nice.
-November: Started to fail.
-January: New Monitor (BenQXL2410T): Continue failling until now, with new motherboard, etc...

What game and what mouse?

I'm surprised noone's asked.

well all i can think of is Vsync - if i got it right.

if you have Vsync open in a game you'd normally get a lot of FPS on, it will cause input lag.

get a fps limiter and limit your fps to 59, then activate the Vsync.

Tried on every game: Battlefield 3, Team Fortress 2, Counter Strike: Source, Dota 2...

The problem happens in desktop too.

I tried with Deathadder, Sensei, G400, Zowie AM and Xai.

When trying to do straight lines (i used a book and a mouse to do this on paint), the black diagonal lines is my mouse trying to do a straight line, the pencil line is what it should be.

Did you update Nvidia drivers in November? I'm unsure, but I think the max pre-rendered frames 0 option was nerfed around that time.

Those lines are caused by the mouse shape. If you try to fingertip grip a mouse with recesses made for palm grip users, the mouse will pull down to the left slightly due to extra rotation. Some are notoriously bad, such as the G500.
