i was wondering if how much wattage of 12v can i get from this PSU

FSP Hexa-500 500w psu

cpu- intel i5-2320 @3.0GHz

The Hexa 500W is inline with the Corsari CX line (if you want comparisons), cheap, somewhat overrated but reliable... so, there are no VGA restrictions in the budget you gave, pick what you want.... also, look for a FullHD monitor.
