Noiseblocker fan is always running at max

How do I adjust this? Its plugged into the pwm power cable thing on the motherboard is there a option i'm missing in the bios?

depending on what motherboard and what fan header you have the 4-wire fan connector
in, you might be able to adjust the fan speed by a percentage or according to temperature.
you'll have to read your motherboard documentaion on what and where those specific headers
are located and how to set the curve.

might be a stupid question... but is your noiseblocker a PWM fan? or a standard 3pin fan?

Assume fan is PWM fan.
Only the top CPU_fan pwm power cable thing is PWM.
Your motherboard manual tells you how to set bios for PWM control
