Crash on Startup After Installing Catalyst (Sapphire HD 7850)

I'm getting BSOD and graphic display glitches when I reach the Windows Login Screen. All my drivers are up to date. I even tried a clean install of Windows 7 with no results. My computer is stable if I go to Device Manager and uninstall my Radeon 7800 Drivers and replace them with the stock "Standard VGA Graphics Adapter" drivers. The computer becomes unstable only when I install any version of Catalyst for my Sapphire 7850


I've tried:

Chkdsk - No Errors Found
Windows Memory Test - No Errors Found
Switching PCI slots - Same Error in Either Slot
Driver Sweeper and Reinstalling Catalyst 12.4, 12.6, 12.7, and 12.2 - Same Error
Disabling integrated GPU in BIOS - Same Error
Switching from HDMI to DVI cord - Same Error
Plugging in Both DVI and HDMI and running in Extended Display Mode - System becomes stable 20 seconds after login. Unplugging or Disabling Extended Display causes BSOD

Rosewill HIVE 550 PSU
G Skill Ripjaw 2x4GB 1600 RAM (Set to 1333)
Windows 7 64 BIT Ultimate
AMI Bios
Asus Backlight 1920x1080 LED Monitor

if you have not tried - update all drivers based here (including the vga) . . .
