(SOLVED) Thank you all for your input and I apologize for the delay in responding...
I discovered that with the ASUS M5A97 EVO mobo, it only required me to disable CPU power saving features in BIOS and Turbo Core and then simply raise the CPU multiplier.. Raised mine to 22x and bang I reached a stable 4.4GHZ on my FX 4100 3.6GHZ (stock) with only a nominal increase of CPU temp to a steady 44C under full load (Playing Serious Sam HD) and 40C idle. Stock air cooler only and DDR3 at it's default 1866MHZ at 1.65v
(CORRECTION) Prime95 detected fatal errors with the multiplier set to 22x (4.4GHZ) so I dropped the multiplier to 20x (4GHZ). I have been running Prime95 for roughly 10 mins and my CPU temp did go up considerably (60C and climbing).. No errors detected however but I got a temp warning from my ASUS console so I had to shut Prime down.. Temps dropped quickly to safe levels so it looks like I will need a better CPU cooler.. Possibly liquid.. Considering the Antec H2O 920. Or might just drop settings back to default and stick with current cooler lol. Thanks again folks!

Decided to go with the Corsair H80 Liquid cooler.. Discovered that the Antec 920 wouldn't affix to the back of my case (screws were too short). The H80 has my processor running super cool. Since raising my CPU multiplier to 22x had bad results I tried 21x (4.2GHZ) and everything went fine. Prime95 didn't come up with any errors within a 10 min test and my CPU temp crested at 45C.
