It wasn't obvious you were disregarding Windows RT. Nor was the quote and article specifically mentioning (not not mentioning) Windows RT, either.
This article is not just about Steam.
No-one is forcing developers to write RT apps. Yeah? Ok, so Microsoft will just have to write ALL apps for Windows RT. If the $200 tablet picks up developers will eventually want to capitalise on that market. And since you can only use their store to distribute (get signed apps and use the signed API's) then yeah you're forced to use their methods.
Oh and LOL but you don't
have to use Android's Google Play store for Android apps. You also don't
have to use Google specific software to write programs for it since it's Java based and highly multi-platform and easily portable. You can use the SDK or you can use notepad, if you really like (I prefer Linux and Eclipse + Android plugins myself)
