Yep. They're using conky with a custom background. Conky works with pretty much anything of course.

It could be laptop specific, but all conky themes like this are made by the user. That was one person who probably just made that custom background and threw conky on top of it. If you can find a similar image for your laptop, or figure out how to make it look like that perhaps doing some kind of silhouette you could easily do the same thing. Where did you find that screenshot?

I bet it's doable in the gimp too. Once you have the wireframe which is really just the silhouette of it you can of course colorize the image to become whatever color you want and do further editing.
Using a quick edge-detect filter on a terrible quality image I was able to get this: https://dl.dropbox.com/u/5960242/0928012.jpg (from this: http://www.laptopsworld.org/wp-content/uploads/2009/09/0928012_thumb.jpg) in the gimp. With a higher quality image and more time I could easily make a true silhouette out of that.
