Motherboard or PSU dead?

I'm having issues figuring out what is wrong with my brother's computer. It clearly has power and I replaced the motherboard with a SUPPOSEDLY working board, but still no go. The lights turn on, the fans spin, but it refuses to POST or boot. Is it possible that part of the PSU is dead? Can just the 4 pin die? The motherboard power light turns on and I've tested every other component successfully. I'm at a loss other than to believe that the new motherboard is dead as well, or the PSU is the real issue. If your sure about the motherboard being "good" then it's clearly the PSU, if it doesn't boot, and again you're sure about the CPU and RAM, you're left out of culprits, it's the PSU.
