Yea I just got back a reconditioned unit. The guy that handled my RMA said the PSU was fine and he was kind enough to just send me another unit, but I'm 100% sure there was something wrong with it because last week I tried out a spare psu I found. Took me ages to find it ><. Some old raidmax piece of junk and it booted just fine. So it was def the PSU. Issue averted and Birthday present to sister was given on time

Ok. So turns out the PSU they sent me back as a reconditioned unit, I think may be my original unit. or basically another unit that doesnt work.
I tried this one and it had the same stupid issue. I don't see how this happens -_-. Recorded a video to send to the RMA departmart. This is ridiculous. Wasting so much time and effort for this piece of crap.
EDIT: http://www.youtube.com/watch?v=kBUSPqveqg4
youtube link showing the problem.
Checking the serial Number, They just slapped a reconditioned label on the unit I sent in and returned it. I am frigging pissed -_-.
