Looking at some of the post. I don't see any AMD Rep's giving much assistance. I see forum moderators mostly. I take it this is a user based forums? Either way I have nothing to lose as of now so I will create a post as soon as I am able to register.

1 sapphire, 1 diamond, 2 xfx. I've used the stock bios', asus unlocked bios, all same bios, GE bios. All work. I've flashed my cards a lot of times lol.

I have just flashed to the asus bios. Will I've it a try I was using the ghz bios.

GE bios is not great for quads because it locks you into 12.7 or 12.8 driver and no voltage overclocking.

Yeah I am running the asus bios now at stock settings. One thing I noticed on the asus bios is it does not down clock the primary gpu it stays at 3d speeds for memory and gpu. It does however turn off my other gpu's when not in use.

That control is not by the bios, it's the driver. All 12.xx drivers have broken clock control. You can see this by disabling ulps and you notice random cards stay clocked at full speed. Enable ulps, and that get's hidden but it's still happening until ulps shuts down the idle gpus.

RC11 has perfect clock control with AB, last of the great ones.

Why are the 2d clocks and 3d clocks at 925 for the asus bios then?

It's probably because you are using a test bios if it's not a driver issue.
