On Windows my favorite choice is Filezilla: http://filezilla-project.org/download.php?type=server
You can find a lot of information on setting it up here: http://wiki.filezilla-project.org/Documentation (although it is quite self explanatory!)

And these two sites have great guides on setting it up:
http://www.techrepublic.com/blog/doityourself-it-guy/diy-set-up-a-filezilla-server-on-windows-7/763
http://lifehacker.com/339887/build-a-home-ftp-server-with-filezilla

Now accessing externally is a different thing. If you are doing this from home, do you have a static IP address? (We can do it without one, but it is a little trickier)

I don't run Windows so can't advice on which software to run (though there's a few suggestions here: http://en.wikipedia.org/wiki/List_of_SFTP_server_software#Freeware)

In terms of accessing SFTP externally, port forward 22 on your router (how to do that will vary from router to router) and if you don't have a static IP (which is the case with most ISPs) then set up a dynamic DNS account. I use dynDNS.com but I've heard they've since closed registration to free users. In any case, most routers support dynamic DNS services so have a look on there which services your router supports and sign up with one of them.

Then you can connect to your home network via (for example) levontraut.dyndns.com

i ahve a Dynamic IP but it stays pretty much the same ip for months till i call in to virgin media and ask them to have a look at the line and they do testing and all and then reset it

In that case the advice above to use a service such as DynDNS would still apply - It'll make it much easier.

Plenty more options available, e.g http://www.no-ip.com/, http://freedns.afraid.org smile.gif

External access:
Do you know how to set a static IP on your *computer*?
Are you familiar with port forwarding on your brand and model of router?

Well as I'd already said, log onto your router and have a look which services it supports. It's pointless my recommending a dyndns service if you router doesn't support it as you'd then be better off with a different service.

If, however, your router only supports dyndns then go with one of the aforementioned suggestions and you'll have to do an additional step within Windows.
