Computer constantly reboots after any BIOS change

Intel Q9400
Gigabyte GA-EP45T-UD3LR
2x2gb GSkill Ripjaws 1600mhz (runs at 1333)
ATI HD4650

I already tried 3 different BIOSes. F12E, F10, and F1.
System is not overclocked. If I change boot priority and save&leave bios, the computer shuts down, and reboots over and over again. Only way to make it boot normally is if I hold the power button to turn off the computer, and then turn it on. Then upon going into the BIOS, it tells me overclocking has failed (even if no overclocking occurred). CPU is stable at 100%.
Bad motherboard?

Try resetting bios via CMOS, or the battery on the motherboard (take it out for a minute). I've had this issue before, but I can't recall how I came to a solution... Usually a bios reset or re-seating main components fixes annoying problems like this. Good luck!

Do you have any other ram sticks laying around you can try? Total shot in the dark, but you never know. How long have you had the mobo?
