Mini ITX AS Rock Board wont post with PCI-E 1x Wifi Card

So I have this motherboard:

and this wifi card:
http://www.newegg.com/Product/Product.aspx?Item=N82E16833166073

When the card isn't installed the computer will boot fine. When I install the PCI-E 1x card in the 16x slot the computer will not post. The fans will spin up, it will stay on and then shut off after 3 seconds. It will continue this cycle until I unplug it. Under the North-bridge settings I switched the video settings to onboard only, but I still have the same issue. I assume the problem is the computer thinks there is a GPU in the PCI slot when there isn't, but I'm not sure how to fix it. Any ideas?

Not yet, but I'm pretty sure it's not the card. Sadly this board does'n have a speaker out, so no audio fault codes. This does seem like a video related error though.

Im pretty sure that card wont fit in or Work Becuase You Dont have a Small PCI Express Socket for it to go into On your Board.

As if the size matters, they are electrically equivalent...

BIOS may not be set-up for a non-graphics use ?

Shouldn't a 1x card be able to work in a 16x slot? I've been doing that on my main computer. As far as I know they are all compatible with one another, they just have different Bus speeds.

Well I tried the card in my main rig and it works fine, so the card is not the issue. It is either a bad PCI slot or an issue with the Bios settings.
