83c is very hot for a single HD 6870. I suggest you take out the card, remove the cooler and reapply the paste in a thin film. Since your card is a year old and you recently reapplied the paste that could be the only logical reason for such increased temps. also check the other card too as a single card.

You could try it in the 4x slot? This would prove that it's the airflow being blocked and maybe just check both cards alone and see what kind of performance you get.
I know that with my 6850's I had real heat problems similar to yourself with the standard 230m side fan. A couple of 120's saved my day.
You could try cable tying a fan to the side of both, you could also try using a fan to push the air towards the back of the case sitting infront of the graphics cards if you get what I mean.

I'd buy the 7950. It is newer, cooler running, very quiet, and when OC'ed they are basically 7970's.
Then you have the choice of getting another later down the road (possibly even used) and with 2 of them you'll have a real powerhouse

I'm not sure, it depends on what one you get. I think the MSI Twin fan card are pretty thin. I also see that those XFX twin coolers are very thing, and very sleek.
