i would go for the 650w, the more room the better... less heat, less noise, less stress, more upgradeability (you may want to upgrade you gpu later).
may i suggest corsair enthusiast series, they have both non modular and modular power supplies, but the modular ones are expensive.
on the budget a would take a non modular psu with the higher wattage.

I'd listen to Projector. If you don't want the 450w then get the Capstone 550-M.

An highend +500w PSU, will be more than enough. Just look at my pc-system. And I dont even max out the PSU at all.

I would recommend the Capstone unit as well. It's an excellent high-end unit.
