Can't be good for developers as they'll have to create yet another iteration of their two existing applications provided they have an iPad and iPhone app.

Microsoft needs to capitalize on this blunder because they already have a universal scaling algorithm/method on their PC, WP, and upcoming Tablets. Android has one built-in as well.

Nay, the 7-inch iPad will run the same apps as the 9.7-inch iPad. There won't be any difference for developers at all.
