No, its an AMD issue. You used to be able to fix the performance issues by disabling Catalyst Al which you can't do anymore. If you roll back to an earlier version of GTA 4 it also runs much better. From what I hear its due to what ever driver optimizations AMD has in place for earlier versions of the game. Of course that is somehow rockstar's fault.

I've come to accept that this will never get fixed.
