I remember that it did, and I predict that in 9-12 months when SP1 for Windows 8 comes out, it too will have performance gains.
A quick Google search yeilded this video that shows various (if simplistic) results that show net speed increases with SP1 for Windows 7.

Here is another set of "before and after" benchmarks that doesn't make Windows 7 SP1 sound like the speed demon solution (and in fact, sometimes made it slower):
