One of Two 670's not Down/Idle Clocking correctly? Need help!

So I'm not sure if this is actually an issue or not, but let me explain.

So, I recently purchased two brand new EVGA GTX 670 SC+ 4GB's and set them up in SLI. They're working great so far, no issues running games or anything except that my "#1" or my main card that my three monitors are plugged into isn't down/idle clocking properly it seems. The lowest it will go down to is 549MHz on Core and 1502MHz on Memory and the temp sits around 45c, meanwhile my second card idles at 324MHz Core and 162MHz Memory with a temperature of 33c.
Is there something wrong with my main card? It certainly seems that way, though could it be it needs to run at a slightly higher clock to support my three screens? Even when nothing is being displayed but my wallpapers?

Has anyone else had this issue? Is there a fix? If not, should I return the card? I plan to watercool both of them.

Well.. I'm an idiot and only just realized after posting how I could test if it was just my having three monitors running. It is that, as when I disabled all but one the clock went down to the same as my second, as did the temperature.
I can delete this thread if it's required/wanted, or I can leave it in case someone has a similar issue or something.
