I had an i7-950 on a R3F and easily ran 4.2, same settings with my i7-970.

here is my bios template for both 4.0 and 4.2:

at the time I was using a thermalright venomous-X, let me see if I can find a screen from my testing back then:

I wouldn't expect it. I'd imagine that if you could get it up to that speed it'd require lots of voltage which means much higher temperatures just for only a few hundred MHz of speed. I can run mine at 4.4GHz, but that requires like 1.45V, meaning my temperatures at pointlessly high when I can run at 4.2GHz at 1.35-1.375V.
