Here is the best I could come up with for now. Could they possibly get an OEM case for now, or mabe another 40 for a cheap case?

CPU: Pentium g630 ($68) http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.1029184

Motherboard: Asrock H61 U3S3 ($50) (link in combo above)

GPU: MSI 7770 ($132 - $15 rebate) http://www.newegg.com/Product/Product.aspx?Item=N82E16814127687

RAM: Kingston 2x4gb 1333mhz ($40) http://www.newegg.com/Product/Product.aspx?Item=N82E16820139075

Case: Bit Fenix Merc Beta ($30) http://us.ncix.com/products/?sku=63257&vpn=BFC%2DMRC%2D100%2DKKX2%2DRP&manufacture=BitFenix&promoid=1371

PSU: Antec Basiq 450w ($30) http://us.ncix.com/products/?sku=62331&vpn=VP450&manufacture=Antec&promoid=1371

DVD-burner ($13) http://us.ncix.com/products/?sku=60857&vpn=GH24NS70&manufacture=LG%20Electronics&promoid=1371

Hard Drive: Barracuda 500gb ($63) http://us.ncix.com/products/?sku=63468&vpn=ST500DM002&manufacture=Seagate&promoid=1043
The 1TB version is $78, the 2TB version is $100 if you think you'll need more space.

Total (tower only, shipping included): $426, $411 AMIR

Now if you also need mouse, keyboard, and that sort of thing, then you start to really hurt on budget. That would change a lot.

This build is great, but I would just lend your friend $80 and have him get an HD 7850. Huge upgrade.

Well honestly for that guy's tiny, tiny screen resolution, I'd be looking at a monitor upgrade before spending more on GPU. Heck a 7770 can probably max practically everything on freaking 1024x768.
