I highly doubt it. GTA 4 compared to consoles was nowhere close to graphics.

GTA sells most on consoles, 10m units. The fact that we even have a fifth iteration is because its developed on consoles and then ported* to PC.
Have a little bit of perspective.
Port means that most of the development cost was consumed by one platform, likely the Xbox 360. You guys think port = copy/paste and it really isn't that simple.
The graphics look great by any standard.
